RSDF was established through the law 129/1998 as a non-profit organization of public interest under the authority of the Government, with legal personality, apolitical, with administrative autonomy.

Loan agreements

Running the governmental programs and projects financed through the Romanian Government loans are achieved by respecting the stipulations of the loan agreements signed by the Ministry of Public Finance with the international financial institutions, on the basis of which the ratification lows are issued and approved by the Romanian Parliament.

Subsidiary loan agreements

The Ministry of Public Finance delegates the responsibility of running the programs and projects financed through loans, by signing subsidiary loan agreements (bi or multi-lateral, depending on the agencies involved in implementation).
